Can you really receive 11,000 yen with the Tokyo app!? What is this suddenly appearing Tokyo Point?

Is the Tokyo Point in the Tokyo app only for residents? Where can you use the points? I looked into the summary.

What is the Tokyo App?

Quoted from the official Tokyo App website https://www.tokyoapp.metro.tokyo.lg.jp/.
The "Tokyo App," the official app created by the Tokyo Metropolitan Government. It is the official app of Tokyo, designed to connect citizens with the government through smartphones and make daily life more convenient for residents. It is compatible with both iOS and Android, and is available for everyone, not just Tokyo residents, including tourists visiting Tokyo and those commuting or going to school in the city.

Starting in February, the "Tokyo App Life Support Project" is offering 11,000 points to those who download the Tokyo App and complete the required procedures, and this has become a hot topic.

How to receive Tokyo Points

Quoted from the official Tokyo App website.
According to the Tokyo Metropolitan Government, the number of points that can be received through the Tokyo app is 11,000 points (P) per person. The aim is to promote the spread of the Tokyo app and respond to rising prices. However, the eligibility is as follows.

Eligible recipients for points / Tokyo residents aged 15 and older with a My Number card (those registered as residents in Tokyo)
Implementation period / Until April 1, 2027
Necessary items / NFC-compatible smartphone, My Number card within its valid period
Timing of point allocation / Points will be granted a few days to about a week after applying for the life support program

The process to receive 11,000 P consists of the following four steps.

1 / Download and register the Tokyo app
2 / Register for the "Digital Authentication App" provided by the Digital Agency
3 / Verify your identity using your My Number card following the prompts on the Tokyo app screen
4 / Apply for the acquisition of Tokyo points

While the app can be used by non-residents as well, it seems that only residents can receive 11,000 P. Additionally, the Tokyo Metropolitan Government is calling for participation times to be staggered to avoid congestion, but as of February 2, it appears quite crowded. Residents are advised to refer to the "Congestion Calendar" provided by the Tokyo Metropolitan Government.

Where can Tokyo points be used?

It seems that Tokyo points can be used directly at various facilities in Tokyo, with examples such as the following.

Komazawa Olympic Park General Sports Ground Training Room Use Ticket
Tokyo Aquatics Center_General Pool Use Ticket
Tokyo Metropolitan Gymnasium_General Indoor Pool and Training Room Use Ticket
Telecom Center Observation Room
Quoted from the V Point site https://tsite.jp/.
By the way, Tokyo points are equivalent to 1 P = 1 yen. Furthermore, if you want to use them for purposes other than mentioned above, they can be exchanged for various points, and the exchange rate is typically 1 P for 1 pt, except for some campaigns.

V Points    100 P → Equivalent to 100 pt
d Points    100 P → Equivalent to 110 pt (10% increase)
Rakuten Pay    100 P → Equivalent to 100 yen
au PAY    100 P → Equivalent to 100 yen
Mercari Points    100 P → Equivalent to 100 pt

By exchanging for points, they can be used at participating stores, which could be effectively valued at 11,000 yen.

How will life change with the Tokyo app?

The Tokyo app helps deliver various subsidies quickly to residents, simplifies the process of entering daycare facilities, allows for reservations of public facilities like sports centers, and receives appropriate evacuation destinations and information during disasters, making it useful for residents' lives.

Although registration and procedures may take some effort, it is expected to play a role as a living infrastructure in the coming era. How about registering after the crowds have passed?
